It's pretty hard to un-archive a cache now without owner approval, but it'd probably be easy enough for someone to hide a new cache there using the abandoned box.

If your coordinates are consistently off about the same distance (barring any issues with the GPSr itself), it could be you have the wrong datum selected in the setup. The datum should be WGS84....
