What's the deal with these? I may be going out on a limb here, but were these used for a contest in 2004? If so, should they continue to be circulated?

It's true they were a promo, but, they are travel bugs like any other.
Most of them have been grabbed up as souvenirs. Sheesh! That promotion was a year ago. Have you seen many WHITE Jeeps from this year's promotion? Darn few... I'm watching the 4 that I released, and they're still on the move. One wound up in the hands of someone with JEEP as a part of his handle - stuck there for a while - but I encouraged him to let it go... LOL!
I agree that TB's should be passed on. Period.
We cached up in Bar Harbor the last two days. Two of the caches we went to listed a total of three white jeeps as being there. None were. Sad.

I brought 2 white ones to the Cache Bashe and I think they have both been released. In fact I think one was your's Bruce. One was Jeffery and the other Candiss. One of them, I'm not certain which one is in Brdad's Battleship cache in Bangor. I too, think all TB's and coins should be moved around, hopefully according to any quest that they may have.
I have released 3 Bugs/coins and in less than a years time and two are now MIA. The coin we released ended up with a collector who joined GC.com just to get that one coin and someone else's TB, he has remained inactive ever since. The Missing TB of mine made it to the B-52 cache and then to the Battleship cache in Bangor and is since missing. This was a huge disappointment to my kids as they had high hopes to watch them fulfill their quests and it makes me quite reluctant to purchase many more.

We picked up White Jeep Candiss at the Last Cashe Bash and stuck it in Brdad's Battleship. Just seemed like that extra incentive might make a few more people try Battleship. Some time we want to go back to Bangor, do a few more caches but also finsih up the coordinates on Battleship we didn't get to. Lots of interesting history and sights in those coordinates.
Our first TB is launched and we are eagerly watching it.
