Webcam caches were grandfathered many years ago. New ones are no longer published.

Yes, Groundspeak stopped allowing Locationless, Webcams and Virtuals around the same time. 2005 or 2006 if I remember. They allowed Webcams and Virtuals to be adopted for awhile after that, and that is no longer allowed either. They tried challenges as a replacement in 2010 which failed after a short run. Now they have Lab Caches which are another attempt at a no container caching option.
